The team, which also includes Prospecta, Bioregional Consulting and KPMG Russia, is one of three finalists selected from more than 47 entrants.
The international competition, organised by strategic development agency CENTER, is to develop a concept and masterplan for a new 760ha sustainable urban development on the banks of the Volga, on what was once an artillery base. Entries for the competition came from 19 countries.
The criteria for the shortlist included the cost-effectiveness of the design, how it fits within additional city-wide development and its impact on the environment.
The overall winner will be announced in November.
